A Florida businessman has been sentenced to a year-and-a-day in prison after spending 12 years evading having to pay nearly $11 million in fines he owed as the result of running a shady 1-800 telecom scheme. The numbers: Construction of new homes fell 0.8% in March to a rate of 1.42 million due to slower work on apartment buildings, leaving prospective buyers with limited options. Economists polled by the Wall Street Journal had forecast a 1.4 million rate of new housing starts.
